Method Accuracy Description (MAD) Codes

These codes provide metadata for the locational coordinates using standardized fields that describe the latitude - longitude coordinates and how they were collected. These eight fields are the minimum set of metadata that must be included when providing locational data to the Department of Water Resources (DWR) for inclusion in the Registered Wells database. In addition, DWR will add a ninth field when data are submitted that indicates that there is a "history" or "duplicate" for this locational information.

The following is a list of the eight required metadata fields.

Explanation of MAD Code Fields

DWR Registration Number

This number is unique (with proper qualifiers, such as R for replacement, X for abandoned, A, B, C, ... for series wells) and is assigned by DWR.
This code is critical as it is the field that ties the locational information back to the Registered Wells database.

Latitude

Longitude

Both Latitude and Longitude are in decimal degrees (Preferably recorded to at least 6 significant digits)
Latitude is assumed positive (Northern Hemisphere)
Longitude is recorded as negative (Western Hemisphere)
Both must be submitted referenced to the NAD83 datum. While not all data is currently referenced to this datum, coordinates in other datums (i.e. NAD27, WGS84), can be converted to this datum prior to submission to the DWR.

Method of Collection

This describes the methods or techniques used to obtain the locational coordinate. Some common methods include:

G3 - GPS Code Measurements (Pseudo Range) Post-Processed Differential Technique (PostProcessed-DGPS)
G4 - GPS Code Measurements (Pseudo Range) Precise Positioning Service
G5 - GPS Code Measurements (Pseudo Range) Standard Positioning - SA Off (Raw-SA Off)
G6 - GPS Code Measurements (Pseudo Range) Standard Positioning - SA On (Raw-SA On)
I1 - Interpolation/Digitization - From Published Map
I2 - Interpolation/Digitization - From Aerial Photo
I3 - Interpolation/Digitization - From Satellite Image
IO - Interpolation/Digitization - From Other Source
P1 - Public Land Survey (PLSS) - Quartering method
P2 - Public Land Survey (PLSS) - Footing method
S1 - Classical Surveying Techniques
U - Unknown

Method of collection will automatically be assigned a conservative accuracy value for GPS collected data. For example, G6 may have a conservatively large accuracy value of 300 meters associated with it. For I, P, and S collection methods, an accuracy value will be automatically assigned a value after the Source Scale (number 5) is read. See Appendix A for these assigned accuracy values.

Source Scale

Describes the scale of the source material used to determine the latitude - longitude. This will mainly apply to the "I" codes listed in 4) above. These are the Interpolation/Digitization from maps, air photos, or satellite images.

Date of Collection

The date the latitude - longitude coordinate was collected. It should be submitted in a predetermined format established by the DWR. Examples might be: 19931024, or 10/24/1993. (Format decision pending)

Source

The source providing the latitude - longitude data. Agencies, organizations, or agencies responsible for the contractual work.
This could be either a free text field, or codes could be assigned to the various agencies providing data to the DWR.
Examples of codes are shown in Appendix B.

Verification

Describes how the data collector has verified the the accuracy of the latitude - longitude coordinate

H - Verified Relative To Map Features (1:100K Or TIGER)

K - Ground Truth Conducted
L - Verified, Unknown Method
M - Not Verified

It was determined that one additional field may be useful for inclusion in the DWR’s Registered Wells database. DWR will fill this field, it is not the responsibilty of the data supplier. This "history" or "duplicate" field would specify whether there were multiple coordinates available for a given well. In cases where multiple coordinates are available, potential users could evaluate which coordinate is most appropriate for their utilization of the data.
